Paul Saenz, Ph.D.

Dr. Paul Saenz is a dynamic instructional speaker with a wealth of personal "hands-on" multi-lingual experience in a variety of international cross-cultural fields.

He is bilingual in English and Spanish, speaks French and has a working knowledge of other Romance Languages. He has taught at the University of Arizona, North Texas State University, University of Dakar (Senegal, West Africa), University of Panama, George Washington University and George Mason University.

Early in his U.S. Government career Dr. Saenz had considerable professional experience as a diplomat and treaty negotiator with the U.S . Foreign Service in Africa and Latin America. He served as the U.S. Drought Relief Co-ordinator in the Sahael and as a negotiator on the Panama Canal treaties.

He was subsequently the Senior Executive Service IV Associate Deputy Commissioner of the U.S. Immigration and Naturalization Service during the early "boat lifts" from Haiti and Mariel, Cuba. He was "on duty" when the Iranian Revolutionary Guard took over the American Embassy in Tehran, when 29,000 Iranian students in the United States were rounded up, when President Reagan was shot.

Since leaving government service Dr. Saenz has been an instructor for a variety of U.S. Government agencies including the U.S. Department of Agriculture Graduate School, the U.S. General Services Administration Interagency Training Center and other government agencies.

Over the past thirty years Dr. Saenz has written numerous books and articles for professional journals on diverse subjects ranging from the political evolution of the Organization of African Unity (Addis Ababa, Ethiopia) and salary parity between fire fighters and law enforcement officers (Tucson, Arizona) to Computer Security and Continuity of Operations Planning in agencies of the U.S. Government.

Paul Saenz is a nationally and internationally recognized expert in a variety of diverse fields. He is certified by the Association of Certified Fraud Examiners as a CFE, by the American Society of Industrial Security as a CPP and by the National Contract Management Association as a CPCM.

Over the past fifteen years Paul has consulted with most agencies of the federal government, with a substantial number of Native American tribes, nations and pueblo's and with a variety of U.S. Government contractor's on a multitude of subjects.
